Three of the Board of Directors are elected by the Class 1 members each January, with each serving a three year term. The President, Vice-President and Secretary/Treasurer are elected by the Board of Directors from the seated Board and each office is a two year term.

Matt Clay has been a member of the San Diego Sheriff’s Department since 1996, following several years working as a reserve police officer for the cities of Tustin and Anaheim, giving him over 20 years in law enforcement. While on the sheriff’s department, he has worked at the Vista Detention Facility and at the Encinitas Patrol Station, where he has worked in patrol, traffic, and in the COPPS Unit.

Matt took an active interest in the Deputy Sheriffs’ Association by first volunteering his time as a station representative for the Encinitas Station. He was then elected by the membership to the board of directors, quickly becoming very involved in all matters of the DSA. He has attended many hours of PORAC sponsored association training, including course work in legal matters, political action, collective bargaining, and advanced collective bargaining, not to mention symposiums on legal defense, workers compensation, internal affairs, and much more.

Elected by his peers on the board to the office of vice president, Matt currently holds this position. In 2009, he took over the responsibility of chairing the negotiations committee. During the worst economic year in decades, his team of dedicated association members and directors successfully worked with the county and sustained no loses to the current contract while securing a small pay raise for FY 2010, as well as, some non-economic enhancements. This occurred at a time when some local associations suffered devastating contractual losses and concessions. Matt also chairs the DSA’s Meet and Confer Committee and has been active on the Political Action Committee.

Matt recognizes that the current economic and political climate makes it very important to have solid leadership with for the DSA.


With his association experience and training—joined with a strong dedication to maintain high ethical standards and a core belief that the association was created for the betterment and protection of the deputy sheriff—Matt pledges his continued commitment to the membership of the finest law enforcement association in California.
